First of all a few thoughts about IE
my preference is to use Firefox and use "no scripts" i can surf the web safely, not get a lot of junk from trashwriters and allow only the scripts i want to run ( usually just that site's scripts if needed ) and i can do it with one mouse click per site

now these settings will make IE more secure, but you will get several system popups, i suggest that you put your bookmarks that are safe in the "trusted sites List" then no popups.
i would suggest that you try Firefox with the "no scripts" extension. A fellow anti-scumwriter and newbie helper has instructions on how to install and use Firefox with "no scripts" and i suggest you take a look here

ok the IE settings
1.Open IE and click "tools"
2.Go to "internet Options" and then "security", and click on "Intrnet Zone"
3.Click on "custom Level"
4. now set it up per this screenshot



now you can go back to the IE and OE page and conintue on from "how to enable scripting on "trusted Sites"
